Meeting on Cosmetics Industry Between China and the UK was Held in Beijing
On the afternoon of March 7th, 2024, the "Meeting on Cosmetics Industry Between China and the UK" hosted by Cosmetics Advancement Committee of China Health Care Association (shorted as CACHCA) was held in the meeting room of China Health Care Association (CHCA). William Reynolds, Director of Animals in Science Regulation Unit (ASRU) in the Home Office, Dr. Judy MacArthur Clark, Former Director of International 3R Projects, UK Government, Isabelle Rogoff, Bilateral Trade Relations, Department for Business and Trade, Doris Zhou, Director of Consumer and Retail, Department of Commerce and Trade, British Consulate-General in Shanghai, and Adele Ren, Senior Project Consultant, JMC Cosmetics, attended the symposium. Zhang Zhiqiang, Vice Chairman and Secretary General of CHCA, delivered a speech, and Wu Yidan, Secretary General of CACHCA, presided over the meeting.

Secretary General Zhang Zhiqiang expressed the hope that the CHCA could be an important platform for exchanges in cosmetics industry between China and the UK. He expected that the mutual understanding and friendship between both sides will be further enhanced through this meeting, and the cooperation on policy communication, standard docking and market access in the cosmetics industry will be strengthened, so as to provide a broader development space and a more convenient business environment for enterprises of both sides. Dana Zhou, Director of International Department of CACHCA, introduced the main work of CACHCA. As a legislator and regulator related to animal testing in the UK, Dr Judy MacArthur Clark recalled the good foundation of cooperation and deep friendship established with CACHCA since 2019, and expressed expectation for future cooperation. William Reynolds introduced his work in the research of new science and technology methods and policy making, and stated that he would further expand the scope of cooperation between China and the UK. Representatives from the UK, including Isabelle Rogoff, Doris Zhou and Adele Ren, also shared their views on the business scope of the UK Department for Business and Trade and the cosmetics cooperation between China and the UK.

During the discussion, the attendees had in-depth exchanges on issues such as ecological environment policy adjustments, regulatory changes and corporate compliance challenges. All agreed that the previous cooperation between both sides was very smooth and fruitful. Since 2019, the British Embassy in China, the UK government's market access and research cooperation project team, and the Cosmetic, Toiletry and Perfumery Association (CTPA) have actively supported and participated in many events organized by CHCA and China Chamber of Commerce for Import and Export of Medicines and Health Products (CCCMHPIE), including International Forum on Beauty Economy and Sustainability (BEST Forum), one of Zhongguancun (ZGC) Forum regular activities, China International Cooperation Forum on Cosmetics (CICSC) and China Cosmetics Development Conference (CCDC). CTPA also provides industry perspectives and professional articles for CACHCA’s e-Journal “China Cosmetics Regulations and Development” (CNCRDJ). Both sides expressed that the volume of cosmetics import and export trade between China and the UK is very considerable, and there is a solid foundation for cooperation in the cosmetics field with broad cooperation space in the future. Next, we should continue to strengthen communication and collaboration, further deepen exchanges and cooperation in alternatives to animal testing, new technology applications, regulatory exchanges, investment and mergers and acquisitions, and create a more favorable policy environment for enterprises to explore the cosmetics market. William Reynolds, Dr Judy MacArthur Clark and other British representatives agreed on the establishment of a regular communication and exchange mechanism between two sides, as well as an annual mutual exchange visit for enterprises. They also put forward a series of specific implementation suggestions in policy and regulatory updates, enterprise docking and other aspects. In addition, both sides also agree to continuously expand new areas of cooperation in the future.
This meeting has opened a new chapter for further deepening exchanges and cooperation between China and the UK in the field of cosmetics. We look forward to achieving more fruitful results in future cooperation and jointly promoting the development of the beauty economy between both sides.
