“Symposium on Green Standards and Certification of Cosmetics” Held in Beijing
Following the "Legislative Research Symposium on Environmental Risk Management of Toxic and Hazardous Chemicals" held on July 12, 2023, by the Cosmetics Advancement Committee of the China Health Care Association (CACHCA) in collaboration with the Chemicals Division of Department of Solid Wastes and Chemicals of China Ministry of Ecology and Environment (China MEE), the "Symposium on Green Standards and Certification of Cosmetics" hosted by CACHCA was held both online and offline a year later. Leaders from Division of Chemicals of Department of Solid Wastes and Chemicals of China MEE, the Solid Waste and Chemical Management Technology Center of China MEE, the South China Institute of Environmental Sciences of China MEE, the Food and Agricultural Product Certification Division of the Certification and Supervision Department of the State Administration for Market Regulation (SAMR), the Development Research Center of SAMR, and the leader of the China Health Care Association (CHCA) as well as enterprise representatives attended the symposium. Wang Jianrong, Chairman of CHCA, delivered an opening remark, and Wu Yidan, Secretary General of CACHCA, presided over the meeting.
At the meeting, Du Kexiong, Director of Division of Chemicals of Department of Solid Wastes and Chemicals of China MEE introduced that China MEE will strengthen the management of pollutants in the cosmetics industry. He suggested that the cosmetics industry take the initiative to find opportunities from challenges and establish industry green standards that meet China domestic and international environmental management requirements, and finally to promote the green development of the industry. Speakers from the Food and Agricultural Product Certification Division of the Certification and Supervision Department of SAMR, ECOCERT CHINA, Shanghai Chicmax Cosmetic Co., Ltd., My ClorisLand (Hangzhou) Cosmetics Co., Ltd., and Shiseido China Co., Ltd. respectively introduce China's organic certification system, as well as establishment ideas, key points and development status of related standards, such as COSMOS standards, pure beauty group standards, pure beauty market trends, and ISO16128 natural index.
The attendees had in-depth exchanges and active discussions on the connotation of green cosmetics, the focus and direction of establishing green standards, the certification of recycled packaging materials and its connection with existing regulations. Liu Weijun, former Deputy Director of National Certification and Accreditation Administration and former Director of Certification and Supervision Department of SAMR, also provided valuable suggestions and guidance on the above-mentioned issues.
At the end of the meeting, Director Du Kexiong proposed to establish a working group as soon as possible to carry out the relevant work of establishing green standards for cosmetics. Chairman Wang Jianrong stated that CHCA will play the role of the association to communicate and coordinate relevant agencies, and finally to promote the sustainable and high-quality development of the cosmetics industry.
