On April 16, jointly hosted by China Health Care Association, China Chamber of Commerce for Import and Export of Medicines and Health Products and Changping District People's Government of Beijing Municipality, the "2023 China International Cooperation Forum on Cosmetics" (shorted as CICFoC) was grandly held in Beijing. The forum, with the theme of "Joint Cooperation and Development, Masterplanning the Future of Beauty City", invited leaders, experts, scholars, and business representatives from all areas of global beauty economy to participate in the grand event, jointly explore new norms, technologies, trends, and developments in the global cosmetics industry, deepen international exchanges and cooperation, and jointly create a beauty future in cosmetics industry.

 

The CICFoC focuses on exploring, exchanging, and discussing new ideas, models, and trends in cosmetics industry in areas such as global development, open cooperation, policies and regulations, industry space, and technological innovation. More than ten leaders from Changping District People's Government of Beijing Municipality, Department of International Economic and Trade Relations of the Ministry of Commerce, Beijing Municipal Medical Products Administration, Beijing Bureau of Economy and Information Technology, General Administration of Customs of the People's Republic of China and other government agencies, academicians of Chinese Academy of Engineering, experts from China domestic research institutes, deputy director of British Embassy in China's consumer and retail industry, and representatives from European Union, ASEAN, Malaysia, Singapore, Japan, South Korea and other cosmetics industry associations and over 500 representatives from leading China domestic and foreign cosmetics enterprises, including Estée Lauder, L'Oreal, Mast Global, Yang Sheng Tang (Anji), Bloomage Biotechnology, Shiseido, Kao, KOSE, Kobayashi Pharmaceutical, Unilever, Johnson & Johnson, P&G, Focusfreda, Nox Bellcow, Shenzhen Readline, Imeik, Giant Biogene, Jala, Coty, Intercos, attended the event.

 

※ Opening remarks

 

CAO Xuejun, First-level Inspector of Department of Consumer Goods Industry, MIIT, delivered an opening speech for this forum, pointed that the cosmetics industry is in a period with promising development opportunities. MIIT attached great importance to actively promote high-end, digital, and green transformation of the industry, implements the "three-product" strategy, which is to increase product varieties, improve product quality, and create product brands, strengthens the incubation of specialized, refined, differential and innovative (SRDI) SMEs, and supports the industry in terms of tech innovation, product upgrades, brand image improvement and consumption promotion. This Forum is held in Changping District, Beijing. It is also hoped that Beijing will take the new opportunities for development in the new era, with a new attitude of leading innovations, openness, inclusiveness, and cooperation for win-win results, in order to create a high-level, open, high-quality and advanced cosmetics industry cluster.

 

ZHU Hong, first-level Inspector of the International Economic and Trade Relations Department, MOFCOM, stated in his speech that RCEP has built a more convenient and friendly business environment, and enterprises and cosmetics companies included should actively research and make good use of RCEP to fully understand the content of the agreement, including tax reduction, service investment liberalization, trade facilitation and e-commerce integration.

 

ZHANG Dianxiang, Second-level Inspector of Beijing Municipal Medical Products Bureau, said that other new regulations and new rules have great significance to further standardize the supervision and management of cosmetics, standardizing the behaviors of producers and operators, and guide consumers to consume rationally. China’s cosmetics industry has officially entered the era of strong supervision. They will further improve the quality management system, continuously improve the quality and safety level of cosmetics operation and supervision level, and facilitate development of the beauty economy.

 

Emma Meredith, Director General of The Cosmetic, Toiletry and Perfumery Association, delivered her speech in a virtual manner. She pointed out that CTPA has actively shared cases of cosmetics regulation and technology with Chinese partners, and exchanged experiences on "Non animal testing" to assist in revision of China's regulations on cosmetics animal testing. Starting from May 1, 2021, China exempted imported ordinary cosmetics from animal testing, providing convenience for British brands and manufacturers to export products to China. More and more British enterprises have completed registration and notification of products exported to China.

 

Tetsuya Kambe, Director for International Affairs Department in the Japan Cosmetic Industry Association (JCIA) also attended the forum and delivered a speech. He stated that the Japanese cosmetics industry has conducted sufficient research and analysis on new laws and regulations of Chinese cosmetics, and hopes to further deepen communication with the Chinese cosmetics industry in the future, solve various problems through cooperation, and make contributions to the development of cosmetics industry in Japan, China and even the world.

 

ZHI Xianwei, Deputy Secretary and District Mayor of Changping District Committee of Beijing, Deputy Secretary of the Party Working Committee and Director of the Management Committee of Future Science City, has focused on promoting the beauty and health industry in Changping. Currently, Changping District has planned a layout of “a core zone, two parks, four areas”, released the "Ten Principles of Beauty Economy", and created numerous "firsts": the first to establish innovation research institute for the beauty and health industry, the first to build the beauty live-streaming base—Xingyao live-streaming base, the launch of the first version of Personalized Cosmetics Science and Technology Innovation Platform in Beijing Moyan Customized Biotechnology Co., Ltd, and the opening of the cosmetics personalized and immersive consumption experience block represented by Shoukai Long Street. He stated that Changping will continue to optimize the development environment of the beauty industry, promote the industrial policy innovation, and strive to provide an excellent business environment and high-quality public services; Moreover, while accelerating the construction of the "the glorious future land", Changping will also actively explore new paths to break through the fixed circle and strengthen the value chain of beauty and health industry, as well as contribute to the development of the global beauty economy.

 

※ Release of the research report on RCEP cosmetics market

 

At the opening remark, “A Brief Interpretation of the Research Report on RCEP Cosmetics Market (ASEAN-Specific)” (shorted as Report) compiled by China Chamber of Commerce for Import and Export of Medicines and Health Products (CCCMPHIE) was officially released, providing first-hand information on RCEP regional cosmetics market for the industry. WANG Maochun, Vice President of CCCMPHIE presented a brief introduction to the Report. The Report can provide a comprehensive and objective overview on the regional industry, as well as scientific and reasonable strategic guidance for Chinese cosmetics companies that intend to explore the ASEAN market, help companies to "go global", and help China's cosmetics industry to go global.

 

※ The RCEP international cooperation and exchange platform has been launched

 

At the opening ceremony, the "RCEP international cooperation and exchange platform", jointly initiated by Changping District People's Government of Beijing Municipality, China Chamber of Commerce for Import and Export of Medicines and Health Products, Chairman of China Health Care Association, ASEAN Cosmetic Association, The Cosmetic, Toiletry and Fragrance Association of Malaysia, The Cosmetic, Toiletry and Fragrance Association of Singapore (CTFAS), Japan Cosmetic Industry Association (JCIA), Korea Cosmetic Association was officially launched.

 

WANG Jianrong, representative of the platform initiator and chairman of China Health Care Association, introduced the platform's vision and future development to the attending guests. He pointed out that, the platform aims to promote international development and cooperation, to plan a beautiful future together, to support and empower each other, and to create a new highland for high-quality development of cosmetics industry. Under the policy guidance of the platform, all parties will use the platform to share information on cosmetics policies, regulations and market supervision among countries and regions under RCEP, and to carry out meetings and training, to realize flow of higher level of capital through the platform. In the future, the platform will continue to strengthen the exchanges and cooperation of cosmetics industry in RCEP region through exhibitions and conferences and overseas groups; to release a cosmetics industry report in RECP region every year; In addition, it will promote scientific and technological innovation to conduct joint R&D, to jointly develop cosmetic ingredient and technologies in the RCEP region, and to make use of their own resources and advantages for mutual benefit and win-win results.

In recent years, as one of hosts of the forum, Changping District People's Government of Beijing Municipality has closely followed the development and consumption trend of cosmetics industry, issued the city's first policy to support the development of beauty and health industry, and promoted the establishment of the city's first beauty and health industry innovation institute, the first beauty live broadcast base, and the first professional authorization of "cosmetics operation and management", and meanwhile landed a number of high-quality beauty and healthy enterprises.
